Goal
To provide financial planning and management assistance to community government.
How does this build community capacity?
MACA proposes to develop a new financial management and technical support system that helps communities:
- plan priorities and make more informed financial decisions;

- achieve and manage multi-year block funding arrangements;
|
- provide accurate and timely financial information to residents, banks and funding agencies;
|
- measure and report progress on the performance of plan activities; and
|
- access to alternative sources of funding.

How will this happen?
In cooperation with communities, Indian and Northern Affairs Canada (INAC) and the Financial Management Board (FMB), MACA will design and test a new financial management support system for community governments.
What will this initiative do?
- In cooperation with INAC and FMB, MACA divisions will design a support system of community financial management that includes:
- Development of community-based planning support tools;

- A community assessment program to assist communities assess their capacities; and
|
- Development of monitoring and evaluation tools.
|
|
- Develop a Community Financial Strategy with Resources Widlife and Economic Development (RWED), Northwest Territories Association of Municipalities (NWTAM) and FMB;
|
- In cooperation with INAC design new audit services for regional offices;
|
- New advisory services in areas of long term financing; and
|
- Identification of regional and community training requirements.

What short-term results would we like to achieve?
- A community government reporting system that provides useful information to residents, council members, MACA, banks and funding agencies.

- The development of up to 10 demonstration projects that include:
- community assessments and audits;
|
- long term financial plans;
|
- block funding arrangements;
|
